Geographic Information System (GIS)

What is a GIS?

A Geographic Information System (GIS) is a collection of computer hardware and software used to conduct geographic spatial analysis illustrated by points (fire hydrants and light poles), lines (streets, water and sewer lines) and polygons (area - parcels/property, zoning, city boundary). The city uses GIS to map utilities (electric, sewer and water), roadways, snow routes, zoning, parcels-land ownership, etc. to provide spatially accurate information which can be distributed as hard copy maps or digitally for public works, community development, police department and real estate/developers.

We collect much of our data using a Global Positioning System (GPS) which enables us to accurately locate water lines/valves, fire hydrants, sewer lines/manholes, etc. for inventory and map making. The GPS also allows us to record various types of information for any feature. All of the GPS information is placed into the GIS and permits the GIS Specialist to generate maps, tables and reports about the city's utilities, parcels and zoning. In addition, the city often uses aerial photography as a base map to provide a sense of reality for several of the different layers or datasets. GIS is also used for the creation of models to illustrate how well utility systems are working and/or which areas may need improvements.

Current Projects

During the last year, the city has been working on updating its infrastructure data to improve the inventory, location accuracy and associated information of those features. Once completed, the priority will be to update the street network, addresses and parcel information.

Internet Map Service (IMS)

The City and County of Delta’s Internet Map Service (IMS) offers the ability to view geographic data and aerial imagery with relative ease.  Geographic data can be parcel information, streets, municipal boundaries, zoning, land cover, etc. which when combined in an IMS, allows the user to view those layers of data all at once.  The user can turn the different layers on and off for any combination of data according to their needs.

For example: If one were interested in the zoning of a particular parcel they may turn on parcels, streets, and zoning. Or if interested in parcels along the Gunnison River, they would turn on parcels and aerial imagery to see the parcels in relation to the Gunnison River and its associated sloughs and wetlands. The IMS also permits the user to save or print the map view as an Adobe Acrobat PDF file.

Some Helpful Hints for using the IMS

IMS Toolbar: There are 11 tools on the IMS in the upper left hand corner of the map viewer. From left to right they are
1. Zoom In, 2. Zoom Out, 3. Pan, 4. Full Extent, 5. Previous Extent, 6. Measure Tool, 7. Identify, 8. Search/Find, 9. PDF Print/Save, 10. Buffer, and 11. Clear Selection.

On the right hand side of the map viewer are 4 boxes which can be collapsed or moved into the map viewer frame by clicking on the appropriate buttons.

Map Contents – This contains all of the geographic data and aerial imagery. Within this box the user will turn on/off the different layers of interest. Some layer colors may obscure the user from seeing other layers.

Compass Rose – The compass serves two purposes, 1. To indicate which direction is north. and 2. It can be used to pan the map in any direction by clicking on a sector of the compass.

Overview Map – This indicates the map view location in relation to the county.

Identify – All responses to the Identify, Searches or Buffers will appear in this box.
